The Problem with HUD's Requirement to Clean Toilets prior to Winterization

In effort to clear the stink regarding HUD's requirement that toilets must be cleaned as a part of the standard winterization process, SIRs presents to you this rather disgusting visual display of why that guideline is ludicrous and goes beyond reasonable.

Photos Courtesy of JR Services, LLC owner Chuck Smith who says he hasn't performed winterizations on HUD properties since 2002-10 went into effect mainly because clients did not want to pay "fair market price" for locks when he waited 10 years for pricing to go up in the first place. Now, he certainly won't be doing HUD properties "if HUD thinks I'm going to remove these for free"

 

A typical dry heat winterization of a single family home with one toilet requires approximately one hour of time to complete thoroughly, two gallons of anti-freeze, an air compressor and the knowledge of how to perform this service. Most vacant homes do not have running water as the previous occupant has either had it turned off or the water department has turned it off for non-payment. HUD allows between $75 and $135 for this service. Most preservation mechanics work for a middle-client and will receive only $40 to $80 to perform the service. Winterizing contaminated homes should not be a requirement for these fees.
